The Blues have reportedly agreed to sign PSV Eindhoven starlet Ian Maatsen in this summer transfer window.
Chelsea is ready to make changes to their squad in order to get back into the Champions League next season. The West London club suffered a rather shocking campaign after manager Antonio Conte won the Premier League title in his first season in charge of the club. However, Chelsea finished outside the top 4 and will be playing Europa League football next season.
But Chelsea has identified the main issue being the defensive line and are ready to upgrade that in this summer transfer window. 16-year-old PSV star Ian Maatsen has agreed to join the Premier League side and Chelsea should finalize a deal with the Dutch side soon enough.
According to Dutch news outlet ED, Maatsen has informed PSV that he will be moving to Stamford Bridge before the 2018-19 season begins. Maatsen is a highly talented defender who is capable of playing on either the left or central defence. He was identified as one of the most promising defenders to come out of the club and close to being included in the first team.

Eindhoven decided to offer a three-year contract to Maatsen but the teenager has reportedly refused to continue his career at the home of the Eredivisie champions. PSV are unable to compete financially with the big guns on the European continent and will receive a fee of £97,000 from Chelsea.
Maatsen has been dubbed as the next Nathan Ake, who joined Chelsea from Feyenoord back in 2011. The Dutch star will be the second player to leave PSV this summer after 15-year-old Jayden Braaf joined Premier League champions Manchester City a few weeks ago.
Chelsea needs to give more playing time to youngsters if they are to make progress next season. Young defender Andreas Christensen did really well for the Blues but it was only when the club trusted him to perform.
